Public elevator money deserves defensible decisions.

A public owner cannot simply pick a vendor and sign. Specifications have to hold up to scrutiny, evaluations have to be fair and documented, and the file has to show why the decision was right. Ocean View supports public works directors, facility managers, and procurement staff with independent elevator expertise on the owner's side of the process.

The comparable bid problem

Ask three elevator contractors to quote a modernization without a tight specification and you will receive three proposals that cannot be compared: different scopes, different equipment, different exclusions, each written to favor the writer. Award from those and the protest risk is real, the change orders are inevitable, and the file does not defend the decision. The fix happens before the tender goes out, in the specification.

Public owners also carry long obligations the private sector can escape. A school district or county that accepts proprietary controls in a modernization has committed future administrations to a single service vendor for decades, a decision that deserves to be made in the open, on the record, before award.

Documentation is the quiet half of the value. Every assessment, evaluation, and review is delivered as a written record built to sit in a public file: findings, basis, and recommendation in plain language. When a council member, an auditor, or an unsuccessful bidder asks why, the answer is already written down by a party with no stake in the outcome.

What we do for public owners

01

Specifications and tender support

Modernization and maintenance bid specifications written to produce comparable bids: defined scope, non proprietary equipment where the owner wants options preserved, measurable service levels, and evaluation criteria that hold up. Owner side technical evaluation of the tenders when they come back, delivered as documented findings your procurement process can rely on.

02

Condition assessments

Documented unit by unit assessments across public building stock, ranked by condition and risk. The output supports capital improvement plans, budget requests, and grant applications with an independent engineer grade record instead of a vendor's recommendation.

03

Contract and invoice oversight

Plain language review of existing maintenance agreements against the service levels they promise, and invoice oversight that checks billable extras against coverage. Public contracts run long; small billing drift compounds into real money across a term.

Advisory only, by design

All work for public owners is delivered advisory only. The owner runs its own procurement process; we supply the independent technical basis for it. We sell no parts, hold no maintenance contracts, and never bid on work we scope, so there is no conflict to disclose and no interest in which qualified contractor wins.

Start with a document

A maintenance agreement up for renewal, an invoice that needs a second read, or a modernization budget request that needs a number behind it: send it over and a QEI certified consultant returns a written plain language review within five business days at no charge. The process is documented, and the free contract checklist works as a first screen on any agreement in your building stock.

Send the paperwork. Get a straight answer.
