Without independent guidance, the contractor writes the scope, prices the scope, performs the scope, and inspects their own progress. Bids from competing companies arrive so differently structured that they cannot be compared, and the board ends up choosing on price alone without knowing what each price includes. Proprietary controllers get specified without anyone mentioning that they lock the building to one service provider for the life of the equipment.

Before you sign anything

While the work is underway

- Progress payment review, so money released matches work completed.
- Punch list development and closeout: final inspection support, documentation, and warranty terms confirmed before the last check clears.
- Maintenance contract for the new equipment negotiated while you still have maximum leverage, which is before final acceptance, not after.
